Can we apply for EAD from outside USA?

Hi Frnds,

One of my friends has a L1 visa and will be coming to US in 4-6 weeks. I know that his wife can apply for EAD when they come here...

My question is - Can they apply for the EAD before coming to USA?

The idea is to have the EAD ready to start work when they come here. Please reply. Thanks in advance.
