L1 A for Project Manager need advice

I have been working for this medium scale company which has about 1200 employees globally.
They have agreed to move to me US. I am a Project Manager with no direct reportees as we have a matrix organization.

Can I be eligible for L1A ?

As a project manager, I did manage a 5-7 resources and in fact fired 3 of them but in org chart they were not under me.
I did manage some of the key programs, functions and I am thinking if I will be a functional manager or manager.

I still have to talk to my company lawyers but I wanted to have some research done prior to meeting them. Also, I do want to ensure that my L1A Supports my eb1 c (to be filed by employer)

If they are not under your Org Chart - then they do not report to you (irrespective of who hired or fired them).

All L1A supports EB1C - there is nothing extra you need to do at the time of filing L1A for that.

Would a functional manager such as PMO Manager qualify for L1A and EB1 C ?
