Advice on L1A extension application

Hi everyone, I will submit L1A extension two months later, in August 2019. I plan to buy two storefronts such as small restaurants and ice cream stores so that I can hire about 10 employees.
If I buy two stores in June, what is the possibility that I can get approved for L1A extension?
Lawyer said that I need to hire at least 9-10 employees to in order to get approved for L1A extension, is that right?

Is your L1 visa based on those stores ?
