L1B individual visa extension USCIS vs Consulate ?

Hi,
I'm on L1B individual visa and looking to apply for the extension. I wanted to know that for L1B individual visa do we have an option to file with USCIS or consulate ?

You file extension with USCIS in USA & after it is approved go to Consulate outside USA for stamping (if needed).
