Can I travel to US on L2 Visa when the primary L1 applicant is still in India?

Hi All, I have a peculiar situation. My wife whos is working for a software company in India got a L1 visa and I got a L2 as a dependant. But my wife does not have an immediate opportunity to go to US and her employer expects to send her later when they have a requirement. The question is, while she is still in India, can I visit US by myself on my L2. Will they allow me to enter at the POE? What kind of reason would be valid for me to visit by myself while she is still in India. The truth is I am visiting mainly for tourist purposes, but that wouldnt be an acceptable reason, I presume?

Without principal applicant in US, dependents' stay would be illegal.

If you want to visit U.S for tourism, then you need to get a B1/B2 visa stamped. L2 has no value without the primary L1 holder being in valid L1 status.
