Currently in US in L1B , visa expires in dec'19. for extension process need some clarification

1. which is higher approval rate, new blanket in Canada or doing it from here.
2. Suppose If I try from Canada if its get rejected then I can come back and do renewal process from here? (provided the previous visa not cancelled)
3. If I do it from here what is response time will it take 280 days like H1B

You first need to file extension for petition within USA. The approval rate for L1B is 50-50%. Canada or home country does really makes much difference.

2. Suppose If I try from Canada if its get rejected then I can come back and do renewal process from here? (provided the previous visa not cancelled)

If you are lucky to not have your existing valid visa not cancelled, then yes, you can come back.

3. If I do it from here what is response time will it take 280 days like H1B

Right now, yes, it is taking 3 to 8 weeks.
