When is the right time to apply for L1 VISA again?

Hi Friends,
I got US L1 visa 1st time in Feb' 2016, It was valid until Feb'2019. Out of 3 years, i spent around 1 years 8 months in US.
Lastly i came back to India in 15-Dec 2018 when my visa was still valid.

But since i couldn't go back, my visa expired and couldn't apply for extension.

So as i am in India, can i apply for extension? (My VISA is already expired).

Can I apply for L1 VISA again?

Visa of expiry doesn’t matter for extension. What are dates for your petition?

yes, you can certainly apply for fresh L1 petition again.

In the I797, I can see Notice type :

Valid from: August 2015
Petition valid indefinitely

So i can only apply for fresh VISA and not the extension?

Here are the details:

Passport expiry: 11-Jan-2021
Visa expiry: 18-Feb-2019
PED mentioned in Visa: 18-Feb-2019 (same as visa expiry date)
Petition expiry: Petition valid indefinitely

This is clear now.

Your petition expiry date is 10-Feb-2019 only (indefinite date is for your company's blanket - not yours). Since your petition is already expired, you cannot extend it now.

You need to apply for fresh L1 (you can use the company's existing blanket) & do the same process as you did first time (if you fulfill the requirement of 1 year out of last 3 years)
