Urgent: Can L2 Visa holder go to Visa Stamping in India embassy without L1A holder

Hello,
We have approved visa petition (till 2/15/2020) for both L1A and L2. My wife (L2) has to visit India urgently. I (L1 primary) cannot accompany her.
Since our visa is not stamped, she will have visit US consulate for visa stamping.

My questions to the group:
1. Can L2 holder visit US consulate alone for visa stamping without L1 accompanying?
2. I understand current date is around s there any urgency that can be shown to get earlier appointment?
3. We got our first visa stamping in Belgium US consulate, but not India one, then we got extension approved within US. So want to check if dropbox is possible?
4. I heard from someone that L1/L2 visa holders can go to only Chennai consulate and not Mumbai or other. Can anyone please confirm?

We need these answers urgently as my wife needs to travel to India tomorrow itself, so would highly appreciate if anyone can please confirm.

2. Very rare and chances are almost negligible ( cases like death, medical treatment etc. are approved)
3. She might be called for interview as visa post is not the same now
4. No, she can go anywhere she wants

The rule is L1 approved petition for primary is sufficient for L2 holders to go for stamping. There is no need for L1 primary to go along
