    I appeared for L1A Blanket interview at Chennai (India) Consulate. My company is a US Headquartered MNC with strong presence in India. All the eligibility criterion for L1A were fulfilled in my case.
    VISA was denied with ' not clearly approvable' under 'section 8 cfr 214.2(i)(ii)(d) and ina 101(a)(15)(l)'.

    I was asked straight forward questions which had no scope of ambiguity. I am pasting the same below.
    I want to understand, based on below interview questions, what could have possibly gone wrong which resulted in Denial of VISA. My company would now file for L1A Individual, but I want to ensure, I understand the possible reason for denial so that, documentation for L1A individual covers the possible reasons. Please check and share your views.

    VISA OFFICER: How long you are working at ABC Company?
    ANSWER: 2 and a half years.

    VISA OFFICER: What will be your designation in US?
    ANSWER: Software Development Manager

    VISA OFFICER: What will be your salary in US?
    ANSWER: YYYY XX $

    VISA OFFICER: How long you are going to stay in US?
    ANSWER: For 3 Years

    VISA OFFICER: How many people will report to you directly in US?
    ANSWER: 13.

    VISA OFFICER: What are their designation?
    ANSWER: Told the designations of direct reports (3 Different kinds of designations- Engineers, Program Managers)

    VISA OFFICER: How many indirect report you will have?
    ANSWER: I will have 5 indirect reports.

    VISA OFFICER: What are their designation?
    ANSWER: Software Engineers

    VISA OFFICER: Who will you report to, in US?
    ANSWER: Told My manager name

    VISA OFFICER: What is your manager designation?
    ANSWER: Told designation of My Manager

    VISA OFFICER: Who does your manager report to?
    ANSWER: He reports to Director

    VISA OFFICER: Director Of?
    ANSWER: Director of Software Engineering.

    VISA OFFICER: Whom does he/she reports to?
    ANSWER: He reports to CTO, ABC India

    After that Visa Officer explained the VISA is not clear approvable under section 8 as of today. This is not reflection of your skills set or role but due to VISA policies. Please give this blue slip to your HR and once they respond, we can further process your application. VISA Officer didn’t mentioned what response is expected.

    Sorry to hear,
    what is your manager designation? You did not mention in your answer above?
    so I can help you with some suggestions.
    and still you have L1 A individual so don’t worry.

      My designation in India & US is Software Development Manager. I have joined my current company in India as software development manager 2.5 years back.

        you misunderstood my question above ,
        i would like to know,
        To whom you report in India - what is your reporting manager designation in India ?
        Your reporting manager will report to whom ?

        your over all experience?

          Posting those questions below. Also my transfer is within same team. My current Manager is based out of US and I will continue to report to him after I move to US.
          So my reporting in India and in US would remain same.
          While my direct and Indirect reports will change ( team size will increase), by virtue of me moving to US.

          VISA OFFICER: Who will you report to, in US?
          ANSWER: Told My manager name

          VISA OFFICER: What is your manager designation?
          ANSWER: Senior Manager, Software Development

          VISA OFFICER: Who does your manager report to?
          ANSWER: He reports to Director

          VISA OFFICER: Director Of?
          ANSWER: Director of Software Engineering.

          VISA OFFICER: Whom does he/she reports to?
          ANSWER: He reports to CTO, ABC India

                sorry for late reply
                seeing you Q&A,
                You are not in senior position.
                You are manager in mid level which is apparent you manage small teams directly.

                L1A blanket approval are based on various factors and policies. The approvals so far I seen for the person who carry bigger role in India, managing bigger teams, more experience, senior level managerial position in India, more years in current company, manager designation in mid top level. with respect to us role - good salary in us, managerial designation in us and reputed company all these plays major role in approval.
                L1 individual is always the next option to go with.
