L1A Blanket Extension - Got L1B Blanket approved despite Max Out of L1B - 5 Years

Is there any exception which can be applied by Visa Officer (VO) to provide fresh L1B after max-out 5 years of L1B is over?

Yes, wait for an year after expiry of your existing L1B, before applying for a new one.
