L2 Blanket to F1 Visa while in US

I have Blanket L1 which will expire on June 2020 and my daughter has L2 Blanket with the same expiry date. She is applying for colleges for her admission in 2020.
My question is:
Whether she has to apply for F1 while doing the college application or is there a provision to simply convert her L2 to F1

She can file for COS & move from one visa to another.

Have related question. Can she apply independently and/or the university has to support to do that.

You need to apply yourself only, but need I120 (I guess) from university to prove that she is invited to join that university.
