L1B to L1A

I am new to USA and holding L1B visa (3yrs). Already doing a manager role, when is the best time to convert L1B to L1A. Please advise.

Wait for 6 months for better chances of approval on conversion - though its getting difficult to switch from L1B to L1A now a days.
