DS 160 - Have you ever been denied a US Visa

Have you ever been refused a U.S. Visa, been refused admission to the United States, or withdrawn your application for admission at the port of entry?
I am applying for fresh L1B under reputed MNC. I had a 221G blue with additional docs under different passport some years ago. (no stamping on passport but petition was finally rejected to employer; no black mark)


How should I answer above question. I have been advised to avoid contrervesial answers and that since I was never given a visa its not applicable.

What was the result of the 221g? Is the 221g still pending or did you withdraw the visa application? If yes, then you can answer NO to this questions. If the 221g later resulted in a visa denial, then you need to answer YES.
