L1 visa - what should be minimum size of company overseas

Good morning - if I need to apply for a L1-A visa from an overseas branch office of a USA company - Is there a minimum size/budget/staff requirements of the branch office? Are small firms eligible or is it applicable only for large corporations?

An executive can move to USA to setup a new office in USA. Which means there is no minimum requirement.
