I have my I140 (L1A-EB1) is approved at this moment. To process green card to the next level, I have to wait for Eb1 (India) to become current. But, by then I might be maxed out ( ie 2023). To avoid max out, I am planning to convert my current L1A to H1B visa and then USE my already approved I140 for my continued stay in US. Will it be okay to use the already approved I140 for the new H1B ( assuming in 2019 lottery it will pick up) to stay beyond L1A maxout period? Or I will have to go through a fresh I140 process using the new H1B status?

Interesting question, would like to hear experience from others as well.
Based on my understanding, if you are not changing your employer, like moving back to India with same employer, then that I140 is still useful & you can apply for new L1A after staying in India for an year, or can get your GC whenever your PD becomes current through consular processing.- I am not an Attorney, hence not giving any legal advice. Just sharing MY opinion with an intent to help others.
