L1A Individual denied

Hi I am 14 years experience and working as a senior manager in IT firm.

1) Applied for L1A Blanket in Aug, 2017 which was rejected in Chennai Consulate.
2) Applied an individual L1A petition in Nov, 2017. Received RFE on March, 2018. Submit response for RFE in June, 2018 and petition was denied in Aug, 2018.

3) Applied for another L1A in Dec, 2019 with premium processing. Received RFE on Dec, 2020. Submitted response on Feb 2020 and petition denied after 12 days.

I have 15+ reportee at offshore and 15+ at onshore.
What could be the reason of these denials?

Merely having good work experience & certain direct/indirect reportees doesn't make you eligible for visa. There are various more factors considered. For example, size of your company, your tenure with that company, designation, your manager designation, salary etc.
