getting a extension of stay or permenanta residency

Hello
One of my friend who is here on L1 visa for the last 4 years. Recently his new born baby (born in USA) has developed some serious medical issue. Can he apply for permanent status based on the medical necessities ? If not permanent residency, then what are the other options?

I don't think that there is any law of this type.
