H1b to L1A with same employer

I have been with my current employer on H1b for past 10 years (have an approved I140). I joined my current employer in US, haven’t worked with them outside US so far.
my employer is now transferring me to a Europe for a 1 year assignment. I have two questions:

- Can I come back to US on an L1A visa with the same employer, one year after leaving from here?
- if my L1A get rejected, will my old H1b still be valid?
