L1A Direct and indirect reports

I am applying for L1A renewal,
1)I got 7 direct reports(5 onsite and 2 offshore) and 45 offshore indirect reports. In this Covid 19 time, if I show more team members at offshore will make negative impact?
2)Does USCIS deny if there is no American nation in the onsite team?

By definition - L1A is not an special skilled visa, hence you are not taking job of USC. Having more team members is always good for L1A visa.
