With out Premium Processing Can L1A (I-129) be expediated?

Since USCIS has suspended Premium processing of L1A Form: I-129, Does USCIS accept Expedite request for that now. Does any one know if that can be done and also since the petitioner is the legal team of the company for most of the fillings do they need to expedite the case. Any pointers or any one who has experience on this would greatly help.
