    Is changing your status from L1B to L1A considered a new visa application and hence subject to the ban?

    If you want to move out of country & get visa stamped, then Yes.

    However if you are already inside USA & continue working with same employer, then you do not need a new visa stamp in your passport. Just an approved COS from L1B to L1A is good enough.
