New US L1B Visa Application Sept 2020 using Food Supply Chain Exception

I work in India with a US-based MNC. I need to apply for a new US L1B visa in the next few days. I don't have previous H or L visa history. I am working in the India office for the last 8 years. Total-experience is 14 years. My company works in manufacturing Agricultural Equipment like Tractors, Harvesters, Seeders, etc for farmers. I work with their IT department. June 2020 Visa ban proclamation mention exception for Food Supply Chain workers. My company is categorized as Essential Services Company by US government in COVID Pandemic because the company is related to agriculture. Can I apply for a new visa using the Food Supply Chain Exception? If not food supply chain exception then can I use national interest exception? How can I get L1B visa as soon as possible?
