L1A visa eligibility

I have been working as software engineering manager for last 1.5 years in a US based product company. I have currently 5 direct reportees in India. Planning to have 2 direct and 1 indirect reportee in the US.
Is this case strong for L1A people manager visa?

Is it better to apply as L1A functional manager since the direct reportees in US are only 2 ?

I am currently working in India and planning to transfer to US office. I have been with the company for 7 years. The company has close to 700 people worldwide.

Yes, having 7+ direct/indirect reportees is good enough for L1A visa.
