Can I stay on expired PED (I-129S)?

Hi - my blanket L-1B petition expires in Apr-2021 (PED on I-129S) while my actual L-1B visa expiration date is in Apr-2023.

Without an extension I cannot work after Apr-2021 and will not be able to re-enter the US if I leave BUT am I allowed to just stay (but not work) in the U.S. until Apr-2023 given my L1 is still valid?

You stay is defined on your I94 dates, visa date is irrelevant for your stay. What is on your I94?
