Is it possible to apply for L2 visa when L1 visa's extension is being processed by the immigration department?

Yes. L2 extension can be filed based on the pending L1 extension. Read the instructions in the below link.

If the dependent is outside the US, they can apply for the Visa using your previous petition approval. But, it is advisable to wait for extension approval since usually Visa duration is up to approved petition end date.
