Can L1 visa be applied outside of home country

I am an Indian citizen residing in Dubai for last 2 years on work permit. Wanted to know if L1 can be applied in Dubai US embassy or should i have to travel to India for the same.

You can apply for it from anywhere in the world outside USA. It is "recommended" to visit your home country for visa stamping, as it helps in case if you have documents written in local language & the officer in your home country are much well-versed with local rules (like an VO in Dubai might not understand Aadhar card or your Indian marriage certificate written in Hindi)
