L1A eligibility check

Hi - I would like to understand my L1A chances and eligibility.
I was on US with Employer#1 with L1B Blanket between 2008 - 2013.
then tried L1B Blanket again from Employer#2 which rejected on May 2018 saying “not clearly approvable”; Now, Employer#2 is planning for L1A Individual petition; I am a Product Development Manager now and will be playing role of like Solution Manager at onsite and will have 7 direct reportees including 3 from offshore; no indirect reportees.
I am having 14+ yrs of exp and with current organization for last 6 years.

what exactly they expect in terms of role/duties point of view at USA? as a Manager I overview product development activities and interactions with clients.

Firstly, I wish you all the best in your journey. L1s are some of the most complicated cases as almost every case is unique. Based on what you wrote it looks like L-1A would definitely be a viable option. But it all depends on your role and company structure. What kind of manager will you be applying under etc. For L-1As, the most critical thing is proving the job duties of the beneficiary is managerial and prove how other employees will be relieving the beneficiary from their non managerial tasks. If you will be a people or department manager you need to prove the employees you will be supervising are professional employees. If you will be a functional manager it is a whole different story and requires another strategy...
