Question for L1 visa

Hi,

I am working in a Pharmaceutical company in India for 16 years as an Assistant General Manager. I now want to apply for L1A visa USA as i want to start a new buisness there in partnership with a USA resident. Also, my company's branch is there in USA. So, am i eligible for this visa ? and if not can you give me a reason for it. Also can you give necessary suggestions so that i can be eligible for it. please reply me as soon as possible.
