Change of Status from L1B to H4 with H4 EAD

I am currently on L1B in the US, my L1B is expiring on 11 Feb 2022. My husband's I-140 petition is approved and his H1B is renewed and approved till 19 June 2023.

Considering, high processing times,
1. Can I apply for H4 and H4 EAD together with future effective date, Can they be approved together?
2. What should be the future effective date such that the gap in employment be reduced?
