More structured and less flat/leaner team structure for L1A visa filing

Hi Team,
I have a team of 14 (4 onsite & 10 offshore) and I would like to seek advices regarding the more structured and less flat/leaner team structure for my L1A visa filing (to be incorporated into the ORG chart).
Having said that, please suggest from below :
a) 4 Direct (1 from Onsite and 3 from Offshore) and 10 Indirect Reports
b) 7 Direct and 7 Indirect Reports
c) 5 Direct (4 from Onsite and 1 from Offshore) and 9 Indirect Reports

The tree structure (direct/indirect) really doesn't matter, as long as they all falls under you.

Similarly onsite or offshore also doesn't matter much - one can be the single person moving onsite to take care of his whole offshore team.
