Inquiry re L1 visa for occupational,physical therapists

Hello, just want to inquire if it's possible to use L1 visa to Healthcare professionals like physical, occupational and/or speech therapists from countries like Philippines to the U.S.....

If yes, should these therapists need to acquire US therapy license to practice first?
