Can one apply for both L2 & L1b visa

I have L1b and filing L2 for wife. Her employer ( IT company) also wants to file L1b. looking at long process, rejection rate, NIE, can she first get L2 and then apply for L1b? If L1 rejected can she travel with me on L2?

Can she first get L2 and then apply for L1b?
Answer: Yes. Hope, she is going to get L2 at consulate/ embassy. If so, Yes. She can obtain L2. With that she can travel to the USA. Once she comes to the USA, she can get L2 EAD and work with any Employer.
If L1 rejected can she travel with me on L2?
Answer: If she already gets L2 visa approval then Yes. She can travel with the help of L2 visa.
