Fraud detection fee of $500

Hi everyone,

For my L1A visa application, I have received instructions to submit the documents through courier to US Consulate in Toronto instead of appearing for the interview. Since I am not asked to appear for in-person interview, does anyone know how to pay the $500 fraud detection fee online? Consulate has not provided any instructions and seems current process was to pay this when you appear for interview.
