I see that Vermont or other California has better timings in processing - do not understand why organizations pick Texas to file? though location is PA? any insights - currently it shows that Texas is serving May 2021 requests as per Visagardner.

why Texas service center having long duration to process L1A?

Form I-129 is filed at the California Service Center (CSC), the Vermont Service Center (VSC), the Nebraska Service Center (NSC), or the Texas Service Center (TSC), depending on which nonimmigrant classification and action the petitioner is requesting and where the petitioner is located. If you file your petition at the incorrect service center, your petition may be rejected.
Also, USCIS themselves provide the processing times for every petition that si filed with them. Use the link below.
