Organizations need to follow the jurisdiction rules for all the forms that get submitted with USCIS. The same applies for L1 based I-129 petitions. You will get the information for 1-129 from the below USCIS link.

Form I-129 is filed at the California Service Center (CSC), the Vermont Service Center (VSC), the Nebraska Service Center (NSC), or the Texas Service Center (TSC), depending on which nonimmigrant classification and action the petitioner is requesting and where the petitioner is located. If you file your petition at the incorrect service center, your petition may be rejected.
