H4-EAD and L1B application at same time?

Hi,

My spouse got H4 visa stamped. She is currently in India and still working for her Indian employer. Her employer is also willing to file L1B for her.
For her to work in US, we have 2 options: Either she enters US on H4 and we apply for H4-EAD or her current employer applies for L1B and she enters on L1B.

Can someone please clarify few questions for me:

1. Can H4-EAD and L1B application go in parallel so that she can start work on either H4-EAD or L1B whichever gets approved first?
2. Can she enter US on H4 first and get her L1B visa application started from US?

Certainly, you can have multiple non-immigrant visas at any point of time.

2. Can she enter US on H4 first and get her L1B visa application started from US?

You cannot apply for Visa within USA (neither you need to). You apply for Change of Status (COS) from H4 to L1B once your L1B petition is approved. And that is not a problem.
