L1 A visa at Mumbai(India)

Hi Everyone,
I am in the process of applying for l1A visa (firsttime).
I see Mumbai consulate has least waiting time. But our Lawer saying we can apply L1 visas only at Chennai Consulate. Mumbai doesnt accept L1 visas.
Is that true?

If you have Blanket petition for your L1A visa, then yes, its only Chennai to process that.

If yours is Individual petition, then you can go to consulate based on your residence.
