L2 Green Card and Study in Canada

I have a question. I am in USA on L1A, my son, 18.5 years old, has L2 stamped, and is in India as he has to appear for his final 12th Grade exams. I will bring him to the USA after his 12th Grade exam, during 3rd week of June 2022.
He has received offers from UC's and Eastside Universities as well as Canada (University of Waterloo and Toronto) for an undergraduate, BS in Computer Science.
Wanted to know if he can study in Canada (Waterloo/Toronto), while we are processing his GC here in the USA.

GC can be applied in 2 ways
1. Adjustment of Status - for AOS he'll need to have a valid status in USA to adjust. He need to be in USA to file I485 (along with I131 - Advance Parole) & then he can leave for Canada to wait for his GC to be delivered.
2. Consular processing - It can be a longer wait. He can get GC in Canada.
