L1 Visa Interview Waiver

Hi,
I got my L1 A approved by the USCIS recently. The next available interview date in Dubai is in November, which I feel is unbelievably long.
Based on the announcement made by the US Gov, I think I'm eligible for the interview waiver, but I'm not sure how it happens or how to go about it.
I would appreciate it if someone can clarify how can I get the interview waived? or is it something that happens automatically?

Open ustraveldoc site & file DS160 and try to take appointment (after visa fee), it will ask you series of questions to determine if you are eligible for interview waiver & can use dropbox to apply for your visa.
