L1A to H1B conversion in seventh year

I am on L1A Visa with maxout date in July 2023. I have completed 6 year in USA by July 2022 on L1A visa.

I have below general clarifications regarding L1A to H1B Conversion.

I don't have I-140 is approved and Perm is filed on last year September. Can I eligible (If nominated) H1b for year 2023-2024 even though I have completed 6 year in USA by July 2022 on L1A visa.

Since you have already completed 6 years in USA, you are not eligible for H1B this year, you need to spend 1 year outside USA (cool off period) before you plan your next L1/H1 visa.
