L1 to Family Green Card

Hello , my cousin is on L1 visa .
1. If she applies for a Family GC, would that have impact on the L1 extension .
2. After L1 expires in 5 years , would she be eligible to work considering she has filed for family based GC.

L1 & GC are totally different process & since L1 is a dual intent visa, it does not get impacted because of your immigration petition (GC).

2. After L1 expires in 5 years , would she be eligible to work considering she has filed for family based GC.

Depends on what category & country of birth she is applying for. If she is eligible to file I130 & I485 concurrently, she can stay. Otherwise she will have to go back once her L1 term is over.
