Does consular officer endorse I-129S for L1 visa?

I have three copies of the I-129S form for my Blanket L1 visa application, all of which have been signed by my attorney. Do I need the consular officer to endorse (stamp or sign) the I-129S? I ask because the consular officer did not take any action (stamp or sign) on these documents, and I've heard that the endorsed I-129S is required at the port of entry (POE).
