L2S work auth, W2, 1099, business, taxes

I was not able to find details of new L2s classification. Now L2 visa holders with S classification on their i94 can work without an EAD.
my questions are:
1. can l2s can just start working on 1099, is any sort of i9 required?
2. Can l2s register business /llc?
3. What tax considerations for l2s

1. Yes. They are authorized to work in any job, including self-employment. I-9 is only for employees; independent contractors generally do not fill out I-9.
2. Yes
3. The same as anyone else living in the US.
