L1B visa and EB1 category of green card

Hi,

I have two questions:

1)

I have heard that people who have L1A visa can apply for green card in EB-1 category and get it soon.

Can a person's company apply for a individual's green card who has L1B visa and apply it in EB1 category ???

Or EB1 is only for those who have L1A ??

2) I have heard that person is in USA on B1 visa and got his B1 converted to H1.

In the same way is it possible that person comes to USA on B1 visa and later when he is on B1 for 3 months, his company applies for L1B and his petition is accepted and later at the end of 3 months, he comes back to india and
get his passport stamped with L1b ??

Or person has to be in INDIA only when his L1b is applied ??

1. Must be L1A with managerial responsibilities to qualify for EB1.
2. Possible as long as other L1 requirements are met.
