L1A visa petition filed but outcome is delaying?

Hi there,
My husband's L1A petition is filed though premium process (government fees), this October 20th. But still no information received from USCIS (except for the receipt of submission)? His lawyer stated already, the case is strong? then why it is delaying? anything he can do? he is in the US. Thanks
