L1A to H1B & L1 recapture after I-140 approval

I am in US on L1A with I-140 (EB2) approval. Now I have a couple of work authorization related questions given below for you. Could you please check and respond?

1. How long can I participate in H1b lottery with I-140 (EB2) approval and L1A – up to 6 yrs or 7 yrs?
2. I have unused time left in a very old L1B visa (>10 years back) from IBM. Can I recapture that that unused time beyond 7 yrs of present L1A after this I-140 (EB2) approval?
