L1 B relocation

I hold L1 B visa for client A till 2013. Since my client A projects were shut down i was attempting to go for another client B. Due to the new immigration rule my relocation is not getting approved. Now i was suggested to apply for a petition amendment. Does anyone have faced this situation before? If so please let me know the process and how far it is succesfull.

I assume you are working for the same employer but changing work location.
Your employer has to file both new LCA for new location and a petition amendment. Which part is not getting approved?
