New L1 Blanket Petition though Canada

Could anyone explain me more about New L1 Blanket Petition though Canada (US Consulate). Is that option safe considering so many rejections off late.
I came to know about this option through one of my friend recently.

By Rejections I mean

By Rejections above, I meant to say L1-Extension Rejections.
So if one has below options, which one sounds safest:
1. L1- Extension regular
2. L1- Extension Premium
3. L1 Petition and Stamping though Canada

If a petition needs to be filed in all three options, it is filed with USCIS. Consulates have nothing to with it.

I have been advised by my company for a new Blanket L petition in Canada instead of L1 extension. So what did you finally do and what was the outcome? Is there anything I should be careful/prepared for?
