I received my L1 visa at Windsor Ontario, on the border with Detroit. My wife received her L2 at the US Embassy in Ottawa in December 2003. Other than the weather (freezing rain), it was a very painless process. I do not think that there is an official success rate available for visa issuance in Canada. Good Luck!
