Who can apply L2 visa?

I am working on L1 and my husband would like to move in with me. My question is If i need to get my husband L2 dependant visa, only my organization can get it or is it possible for me to apply the L2 visa seperately?

You cannot process your spouse's L2 on your own, your company need to process that.

That is not correct. Your husband can apply for his own visa. All he will need is your petition approval notice and marriage certificate.

Correct me if wrong.. Dependent requires Employment continuation letter which can only be provided by employer.

They may be asked to provide such a letter (it is not mandatory), but the employer need not know the reason for providing it. HR should be able to provide such a letter without asking too many questions. Other supporting documents such as paystubs may also be accepted as proof of continuing employment. From immigration standpoint, employer is not responsible or related party for dependent visas.
