my l1b visa got rejected, officer asked me to file a h1b, instead,

after how many days I can file for a h1b visa,

and when can i file for an l1b visa reaaplication

Your employer can file immediately, but if you have never been counted under H1 cap your earliest start date can be Oct 1 and not before.
